Independent Educational Evaluations and Educational Advocacy in Oregon
Independent Psycho‑Educational Evaluations
Comprehensive, legally defensible evaluations designed to clarify complex learning, behavioral, and mental health profiles.
These evaluations are appropriate when:
A school evaluation feels incomplete or inaccurate
Eligibility is disputed or unclear
Mental health and learning needs overlap
Families are preparing for mediation, hearings, or high‑stakes meetings
Includes:
Record review
Comprehensive assessment
Parent interview
Detailed written report
60-min Feedback conference
Investment: Starting at $4,000 (individualized based on scope)
In-Person Evaluations & Travel: Some comprehensive evaluations require in-person assessment and observation. For families located outside the Portland metro area, travel may be required. All evaluation logistics, including scheduling and any travel considerations, are discussed in advance to ensure clarity and alignment.
Record Review & Case Consultation
Targeted, high-level consultation to clarify next steps and strengthen decision-making.
This service is appropriate when:
Families or professionals need expert perspective before committing to a larger evaluation or advocacy process
Records require interpretation to understand strengths, gaps, or procedural concerns
A strategic conversation is needed to determine options and risks
If additional time is needed beyond a scheduled session, a follow-up consultation can be arranged.
Record Review + Consultation Package Option:
Written records reviewed in advance with a scheduled consultation to discuss findings, implications and recommendations.
Includes:
Review of existing records (IEPs, evaluations, disciplinary documentation, reports, etc.)
One scheduled 60-minute phone or virtual consultation
Investment: $575 for 3 hours of professional time consisting of a comprehensive records review and consultation.
In the rare event that records are unusually extensive or complex and require additional review time, this will be discussed in advance and approved before any additional work is completed. Additional time is billed at $275/hour.
Record reviews are based on documents provided by the client unless otherwise arranged. Direct record requests from schools may be included as part of advocacy or evaluation services when appropriate.
This option is best for complex cases or when records span multiple years, placements, or districts.
Credit Toward Evaluation: If you choose to proceed with a comprehensive psycho-educational evaluation for the same student within 90 days of the Record Review + Consultation Package, a $400 credit will be applied toward the evaluation investment. Additional consultation, review time, and travel fees (if applicable) are separate and are confirmed in writing in advance.
Case Consultation (No Record Review) Option:
A focused, strategy-based consultation without prior document review.
Because this option does not include advance record review, additional time is often needed during the consultation to gather background information, clarify concerns, and develop a clear understanding of the situation.
Includes:
One scheduled 60-90 minute phone or virtual consultation
Guidance on decision-making, options, and next steps based on the information shared during the call
Investment: $325 for a 60-90 minute consultation
Follow-Up Consultation (As Needed):
Follow-up consultations are available for families who have already completed an initial consultation and would like additional support reviewing new information, preparing for next steps, or thinking through decisions after a school meeting, communication, or other developments.
Because the background and context have already been established, these sessions are more focused and efficient.
These sessions are focused, problem-solving conversations that allow us to:
Review outcomes from school meetings
Clarify next steps and options
Refine communication or planning moving forward
Investment: $275 for a 60-minute consultation
Follow-up consultation sessions are scheduled separately.
If ongoing support is needed, additional consultation sessions or advocacy services can be scheduled based on your needs.
IEP & Section 504 Advocacy
Consistent strategic support for families navigating special education decision‑making. This service is appropriate when on-going support is needed across multiple steps.
Advocacy services focus on:
IEP and 504 eligibility, services, and placement
Manifestation determination meetings
Discipline and expulsion‑related concerns
Preparing families for complex meetings
Options include:
Support with communication
Consultation & strategy planning
Document and record review
Meeting preparation and attendance
Investment: $275–$350 per hour depending on level and scope of support
Meeting Attendance & Travel: Advocacy services may include attendance at school meetings when agreed upon in advance. For in-person meetings outside the Portland metro area, travel time and associated costs may apply. All logistics, availability, and any travel considerations will be discussed and confirmed prior to scheduling.
District Contract, Systems & Overflow Support
Targeted short-term and project-based support for school districts seeking experienced, systems-level expertise.
Services may include:
Overflow psycho-educational evaluations to support compliance and reduce backlogs
Consultation on complex or high-stakes cases involving eligibility, discipline, safety, or procedural concerns
Development and revision of district protocols and procedures (e.g., threat assessment, sexual incident response, MTSS/RTI, Section 504, diploma options and modifications)
Systems review and process development to improve consistency, clarity, and legal defensibility
Professional development and training for administrators and multidisciplinary teams
Engagements are tailored to district needs and scope.
