Contract Psychoeducational Evaluation Services for Oregon School Districts

Flexible, experienced support for evaluation backlogs, staffing gaps, complex cases, and periods of increased assessment demand.

When internal school psychology capacity is stretched, evaluations still need to move forward thoughtfully, efficiently, and within required timelines.

Educational Services Collective provides contract-based psychoeducational evaluation and consultation support to Oregon school districts. Services are designed for districts that need additional evaluation capacity without adding a traditional staffing arrangement.

Support may be provided for individual cases, a defined group of evaluations, specialized assessment needs, or select consultation projects.

Contract Psychoeducational Evaluations

Districts may contract with Educational Services Collective when vacancies, leaves, high referral volume, or temporary workload increases create additional evaluation needs.

Evaluation services are individualized to the referral question, existing data, and required evaluation components and may include:

  • Review of educational records and existing evaluation data

  • Evaluation planning and identification of additional data needs

  • Virtual or in-person assessment

  • Rating scales, interviews, and other relevant data collection

  • Integration of multidisciplinary team data

  • Interpretation of evaluation findings

  • Comprehensive psychoeducational report writing

  • Participation in evaluation results and eligibility meetings

Whenever possible, services are coordinated within the district's existing evaluation procedures and systems to minimize additional workload for school teams.

Evaluation capacity is limited and varies based on referral complexity, location, timeline, and current caseload. Districts seeking support with multiple evaluations are encouraged to inquire regarding current availability.

Specialized Assessment & Behavioral Evaluation

Additional assessment services may be available either as part of a comprehensive evaluation or as a separately contracted service.

Services may include:

  • Autism-focused assessment, including ADOS-2 administration when appropriate

  • Functional Behavioral Assessment (FBA)

  • Targeted assessment to supplement an existing district evaluation

  • Records review and consultation regarding additional assessment needs

Services requiring substantial school-day observation or on-site data collection are considered individually based on scheduling, location, and availability.

Complex Case Consultation

Not every district need requires outsourcing an entire evaluation.

Consultation is available for multidisciplinary teams navigating complex questions involving evaluation, eligibility, behavior, discipline, or student support.

Consultation may include:

  • Review and synthesis of complex educational records

  • Evaluation planning

  • Interpretation of conflicting or complicated assessment data

  • Special education eligibility considerations

  • Manifestation determination and disciplinary considerations

  • Functional behavioral assessment and behavioral support questions

  • Section 504 considerations

  • Preparation for complex multidisciplinary team decision-making

Consultation is intended to support thoughtful, defensible educational decision-making while preserving the role and responsibility of the district team.

Project-Based Systems Consultation

Educational Services Collective also offers select project-based consultation for districts seeking experienced support with special education and student-support systems.

Areas of consultation may include:

  • Psychoeducational evaluation and eligibility procedures

  • MTSS and referral processes

  • Section 504 procedures

  • Manifestation determination and disciplinary processes

  • Threat assessment and student safety procedures

  • Sexual incident response procedures

  • Diploma options and modifications

  • Development or revision of district guidance documents

  • Staff training and professional development

Systems projects are individually scoped according to district needs, project complexity, timeline, and availability.

Experienced District-Based Perspective

Educational Services Collective is led by Kayla Worley, EdS, Licensed School Psychologist, with more than a decade of experience working within public education.

My work has included comprehensive psychoeducational evaluation, complex eligibility determination, functional behavioral assessment, manifestation determination, threat and safety assessment, Section 504, MTSS, multidisciplinary consultation, staff training, and development of district procedures and guidance.

That district experience matters.

Contract evaluation work is not simply about administering assessments and producing a report. Effective support requires understanding school systems, evaluation timelines, multidisciplinary team processes, educational eligibility standards, and the practical realities facing school staff.

My goal is to provide support that integrates with the district's existing systems, produces clear and usable evaluation information, and reduces rather than adds to the workload of internal teams.

Flexible Support Across Oregon

Educational Services Collective works with school districts throughout Oregon.

Many components of evaluation and consultation—including records review, interviews, rating-scale administration, evaluation planning, report writing, consultation, and meetings—can be completed virtually.

In-person assessment and consultation are available depending on location, project scope, scheduling, and travel requirements.

Services may be structured around:

  • An individual evaluation or specialized assessment

  • A defined group of evaluations

  • Temporary evaluation overflow

  • A complex case requiring additional consultation

  • A specific systems or procedure-development project

This allows districts to obtain additional expertise or capacity without committing to a traditional staffing arrangement.

A Straightforward Contracting Process

1. Submit a District Inquiry

Provide a brief overview of the current need, approximate number and type of evaluations or services requested, district location, and desired timeline.

2. Determine Scope and Availability

I will review the request and follow up regarding project fit, capacity, anticipated timeline, and any additional information needed to determine scope.

3. Establish Services and Terms

Before services begin, responsibilities, deliverables, rates, timelines, travel requirements when applicable, and district contracting or vendor requirements are clearly established.

4. Coordinate Services

Work is coordinated with the designated district contact and, whenever possible, integrated with existing district procedures and multidisciplinary teams.
